Open Power systems have an indicator to know if the CPU or GPU is being throttled.

To provide a bit more background on this: Sys Admins want to be able to see, out of band, that the power or thermal limits on the system are impacting performance. So in addition to the set of sensor data, such as CPU/GPU temps/powers, some indication of an performance issue caused by these factors needs to be communicated.

Is this a feature Redfish would be interested in adding to the Processor schema? Or any thoughts on how we should model this?

Yes, as we're in the process of revamping the Power and Thermal resource support (see the published Work in Progress), fleshing out the processor throttling is something we should tackle.
We'll need to get input from the CPU/GPU vendors on how this should be expressed - I'm sure it's not a simple "Throttled" true/false...
