DateTimeOffset in Managers Instance

I need a confirmation here on the DateTime Offset specified in Redfish Specification and the List of UTC allowable Offsets in the following URI Patch Request:-

https://{{ip}}/redfish/v1/Managers/Self

Though Redfish Specification has mentioned (0-23) for HH & (0-59) for MM values for DateTmie Offsets, we can restrict all values except those allowed in UTC Offsets as specified in the link given above.

Can Redfish SPEC more clearly State this point as given below?

The two digit hour offset (0 to 23)

The two digit hour offset (UTC Allowable Offset values)

Similarly for Minutes also.
