This is to sanity check CSDL schema files to ensure any external schema URIs resolve properly.
For example, ComputerSystem_v1.xml contains this reference (along with many others like it):
<edmx:Reference Uri="http://redfish.dmtf.org/schemas/v1/Resource_v1.xml">
<edmx:Include Namespace="Resource"/>
<edmx:Include Namespace="Resource.v1_0_0"/>
</edmx:Reference>
The tool will follow the reference to "http://redfish.dmtf.org/schemas/v1/Resource_v1.xml" to ensure the file exists at that location.
