Is it mandatory to have "Id" and "Name" property in the response of OEM defined URI/resource end point?

Yes it is. All resources, both OEM and standard, rely on the common resource definition found in the Resource schema. The base resource definition marks both "Id" and "Name" as mandatory properties.
